The simple act of reading a document and providing a public comment that you read it and found it suitable for publication is very useful, and provides valuable feedback to the document authors.

The last sentence of the 4.1 section says that a plug-in architecture is currently under development. This is not true. The architecture is ready. Moreover cNIS already has plugins to collect IP, Ethernet and SDH topology information. Plugins are contiously improved. Users have possibility to deveop their own plugins.
According to cNIS APIs, cNIS provides 1 graphical user interface (cNIS Management Application - administrative tasks and visualization) and 3 web services interfaces (Topology Service, AutoBAHN Service and Pathfinder - access to cNIS data repository).
